At the regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, on June 12, 2018, deputies considered a number of draft laws on the agenda.

At the regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, on June 12, 2018, deputies considered a number of draft laws on the agenda. Earlier, the draft laws were discussed at the meetings of political parties' factions, the Deputy group from the Ecological Movement of Uzbekistan, committees and expert groups.

The draft law "On countering extremism", which was considered by deputies in the second reading, previously was discussed and conceptually approved during the meeting in May 2018.

During the preparation of the draft law for the second reading, members of the Committee on the Issues of Defense and Security of the Lower House of Parliament organized about 10 extended meetings with participation of specialists and scientists in this field. All proposals collected as a result of the discussions have been summarized and analyzed. The draft law is also posted on the official website of the Legislative Chamber as part of public discussion. In general, more than 50 proposals of citizens were studied, most relevant of which were taken into account when finalizing the draft law.

Deputies emphasized that the adoption of the draft law contributes to ensuring security of individual, society and the state, protection of constitutional system and territorial integrity of the state, preservation of civil peace, interethnic and inter-religious harmony, timely prevention, detection and suppression of offenses in the field of extremism, elimination of their consequences, as well as ensuring principle of inevitability of responsibility.

During the consideration in the second reading of the draft law "On introducing amendments and addenda to the Law of the Republic of Uzbekistan "On the Chamber of Commerce and Industry of the Republic of Uzbekistan" it was noted that deputies of the Committee on the Issues of Industry, Construction and Trade paid attention to the study of experience of foreign countries in this area. Thus, introduction of mandatory membership in business associations integrates business community and has a positive impact on development of the economy as a whole. The draft law is aimed at improving the normative legal base in the field of protection of rights and legitimate interests of business entities through institutional development of business community.

Further, deputies discussed the draft law "On mediation" in the second reading, developed in order to create legal conditions for development of alternative ways of dispute settlement in the country with participation of independent persons – mediators, reducing burden on courts.

The draft law was posted on the website of the Legislative Chamber www.parliament.gov.uz, taking into account public importance, as well as on personal pages of deputies in social networks, which allowed to take into account opinions and suggestions of voters-subscribers. Many received proposals were taken into account in its preparation for the second reading.

The use of mediation in resolution of disputes will save time and reduce legal costs of citizens, organizations, including business entities, will create effective organizational and legal mechanisms for pre-trial settlement of disputes.

At the meeting, the draft law "On introducing amendments to some legislative acts of the Republic of Uzbekistan", developed in accordance with the Decree of the President of the Republic of Uzbekistan "On measures for radical improvement of the system of general secondary, secondary special and professional education" and the Resolution of the President of the Republic of Uzbekistan "On improvement of activities of the Center of secondary special, professional education of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan" was considered in the first reading.

Deputies also considered the draft law "On introducing amendments and addenda to the Code of the Republic of Uzbekistan on administrative responsibility" in the first reading.

Responsibility of legal entities and individuals for unauthorized extraction of groundwater is increased in pursuance of the Resolution of the President of the Republic of Uzbekistan "On measures for regulating control and accounting rational use of groundwater resources for 2017-2021" of 04.05.2017, No. RP-2954.

It should be noted that the meeting on issues of export and import, providing additional revenues to local budgets, as well as current tasks related to implementation of major activities on harvesting grain, growing repeated crops, and rational use of water was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

Taking into account the tasks, deputies studied the real situation at places, the results of the study were taken into account in preparation of the draft law, which envisages strengthening administrative responsibility for unauthorized groundwater abstraction.

The adoption of the draft law will contribute to rational and economical use of water resources.

The meeting was held in the form of discussion, which allowed to comprehensively discuss the draft laws on the agenda. Parliamentarians also discussed other issues related to powers of the Legislative Chamber.
