Senate adopts amnesty resolutionUzA, 29 August 2010, 21:40 Senate of the Oliy Majlis adopted a resolution on 28 August on announcing amnesty in connection with the 19th anniversary of independence of Uzbekistan. According to the resolution, the following categories of imprisoned will be amnestied: women, persons who committed crime at the age below 18, men aged over 60 and foreign citizens. Also freed will be (with limitations) persons who committed crimes due to carelessness and those who were imprisoned for crimes that do not possess significant danger to the society. Other categories of imprisoned to be freed under amnesty (with limitations) are disabled of first and second groups, persons with severe diseases confirmed less than one year before the resolution was adopted, persons whose imprisonment term completes in less than two years. Persons sentenced for the first time for participation in the banned organizations and commitment in their membership of crimes against peace and security or against social security, who have firmly stepped on the way of improvement, will also be freed under the present resolution. Those whose term completes in under three years as of the resolution adoption date will be transferred from prisons to colonies. The force of the Senate’s resolution does not apply to persons sentenced to long or life terms, those found especially dangerous recidivists, those who committed crime as part of criminal community, those who systematically violate the sentence regime, as well as those whose death sentence was changed as pardon to life imprisonment. The resolution of the parliament’s upper house enters in force on the date of publication and should be fully implemented within three months. The related committees and commissions of the Senate have been entrusted with ensuring direct participation of the deputies in the implementation of the public control and transparency of the amnesty procedures.
